As a senior Procurement Analyst, you will be responsible for developing, interpreting and implementing acquisition guidance for a branch in the Office of Business Optimization (Supply Chain Risk Management, Acquisition Risk Management or Workforce Division). Location of Position: FAS, Office of Business Optimization Duty station to be determined upon selection. We are currently filling four vacancies, but additional vacancies may be filled as needed.
What You'll Do
- →Major duties include, but are not limited to the following: Provides advice and assistance to FAS organizations on acquisition matters to ensure compliance with applicable laws, regulations, policies and guidance to ensure that operating practices are consistent across FAS.
- →Represents the agency at senior level management meetings, working groups, and committees and speaks on behalf of the organization with other key officials in the agency, other Federal Agencies, and private industry.
- →Analyzes, develops, evaluates, and advises on new concepts and developments, methods and procedures to improve the operational effectiveness of FAS organizations in fulfilling assigned responsibilities.
- →Analyzes and provides authoritative advice on a full range of acquisition related material, including proposed changes to the Federal Acquisition Regulation (FAR), proposed legislation, and policy or regulatory initiatives originating from Congress, Office of Management and Budget (OMB), Office of Federal Procurement Policy (OFPP) and other agencies for impact on FAS business lines.
- →Develops and establishes guidance, direction, and/or instruction, on acquisition related matters and directs the dissemination of information to FAS personnel by guidance documents, training materials and other means.
- →Documents and tests controls, reviews identified risks and assesses the effectiveness of controls over FAS programs.
- →Coordinates with FAS Internal Control program leads as needed to ensure accurate assessments.
- →Reviews corrective action plans as needed and continuously monitors.
- →Identifies practices and procedures which deviate from prescribed agency acquisition policies and statutory requirements; recommends corrective action and monitors progress in implementation of the corrective action.
Requirements
- ✓If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
- ✓If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office.
- ✓Failure to disclose this information could result in disciplinary action including removal from Federal Service.
- ✓Serve a one year probationary period, if required.
- ✓Undergo and pass a background investigation (Tier 2 investigation level).
- ✓Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
- ✓Note: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
