This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Management and Program Analyst (Contracting Officer's Representative), you will act as the Contracting Officer's Representative in monitoring specified aspects of contract performance ensuring compliance with all requirements of the statement of work (SOW), specifications, performance work statement (PWS) or other technical requirements by deliver date(s)/within the period of performance.

- →Veterans shape the future of energy As a Management and Program Analyst (Contracting Officer's Representative), you will: Acts as the Contracting Officer's Representative (COR) to oversee contractor performance, ensuring strict compliance with the statement of work (SOW), performance work statements (PWS), and delivery schedules.
- →Evaluates contractor invoices and vouchers for reasonableness and accuracy against contractual rates, recommending approval or rejection for payments.
- →Partners with program managers to plan procurements, including developing Statements of Work (SOW), Performance Work Statements (PWS), market research, and independent government cost estimates (IGCE).
- →Tracks project funding, monitors contractor burn rates and analyzes key contract dates to ensure sufficient lead time for necessary funding or contract modifications.
- →Evaluates the efficiency and effectiveness of assigned programs and systems to provide senior leadership with data-driven recommendations for operational improvements.
- →Interprets and applies federal acquisition regulations (such as FAR 42.302), procurement policies, and administrative guidelines to ensure all program operations and contracts remain fully compliant.
