About the Role

This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, House Office Buildings, Office of the Executive Director. The incumbent assesses HOB strategic priorities and assists in developing a business plan targeting improvements in both effectiveness and efficiency of AOC priorities and objectives as outlined in the AOC Strategic Plan and Core Values.

What You'll Do

  • →Provides extensive knowledge and expertise to direct, administer, implement, manage, analyze, and execute the assessment activity in accordance with AOC's policies and regulations.
  • →Assists in the formulation of policy and procedures governing the establishment of action plans and measures for assessing House Office Buildings hiring performance.
  • →Promotes and publicizes strategic planning activities and works closely with Division Directors and supervisors in order to ensure a full understanding of core values, and encourage efficiencies and improvements in effectiveness in the areas of workforce management, planning and recruitment and staffing.
  • →Renders technical advice, guidance and assistance.
  • →The tour of duty for this position is 8:30 a.m. - 5:00 p.m.
  • →Duties include, but are not limited to: Provide assistance to senior managers in the preparation of functional statements and position descriptions.
  • →Provide estimates of costs involved in realignment of program operations.
  • →Provide a variety of analytical, administrative and support services as required.
  • →Provide advisory services to the Executive Director's staff on the effectiveness of plans and programs related to staffing within the House Office Buildings jurisdiction.
  • →Analyze current and proposed administrative processes related to recruitment and staffing within the organization and provide guidance to managers.
  • →Prepare narrative and statistical reports and charts and graphs that depict workload factors and status.
  • →Provide technical expertise in the development of action plans and conducts analysis designed to identify, capture and accurately evaluate all known and hidden resource requirements, cost comparison of all viable options, availability of government resources, appropriateness of the various instruments in view of resource constraints, and the multitude of diverse regulatory guidelines.
  • →Direct and lead manpower studies to include organizational and operational reviews, site visits, overtime analysis, field analysis, organizational structuring recommendations, etc.
  • →Write recommendations on how to staff organizational elements at optimal/efficient levels.
