The position is located in the Architect of the Capitol (AOC), Capitol Grounds and Arboretum (CGA). The Analyst performs tasks in support of program and administrative functions including budgeting and financial management, procurement and inventory controls, advising management on effective strategic program operations, program analysis and special projects.
What You'll Do
- →The position involves providing analyses and advice to managers on the evaluation of the effectiveness of programs and operations or the productivity and efficiency of service or both.
- →Financial Management Utilizes knowledge of the substantive nature of agency programs and activities; agency missions, policies and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.
- →Manages and updates the CGA budget execution.
- →Reviews and formulates guidance for developing an integrated budget for the CGA.
- →Receives and interprets budget data calls in light of organizational program priorities and in keeping with CGA, AOC and Congressional regulations, directives, policies and guidelines.
- →Develops responses to AOC budget data requests.
- →Provides analytical data and materials to support annual and multi-year budget inputs and narrative justifications for the CGA.
- →Reviews the CGA budget to recommend adjustments such as the reprogramming of allotments, reallocation of budget numbers, addition or deletion of temporary positions and authorization to purchase equipment.
- →Analyzes financial and budget control statements to ensure proper execution of funds and makes recommendations to improve execution.
- →Communication and Liaison Activities Develops and writes communications to promulgate the urgency, goals and objectives of CGA project and maintenance work to congressional appropriations, oversight and leadership.
- →Communicates status and potentially controversial matters of assignments, milestones and deadlines based on supervisor's instructions.
- →Creates administrative processes and reports to ensure leadership is informed regarding the status of required deliverables.
- →Administrative and Program Management Analyzes current management programs and evaluates their effectiveness and efficiency in achieving intended mission objectives.
- →Recommends changes to workflow and processes as need to improve the effectiveness and efficiency of resource management and program operations.
