The primary purpose of this position is: To serve as the HR Program Advisor (Workforce Management) for the Joint Task Force- Civil Support (JTF-CS), performing a variety of manpower and personnel functions involving the formulation, execution, and analysis of manpower succession plans and manning analysis studies.
What You'll Do
- →Serves as subject matter expert for JTF-CS civilian personnel programs to include staffing, classification, position management, employee/labor relations, performance management and civilian workforce planning.
- →Provides program oversight, assessment, and consultation services for civilian HR programs.
- →Provides interpretation on civilian personnel matters related to personnel policies, procedures, rules, entitlements, and related actions.
- →Responds to numerous complex questions and issues from senior leadership requiring research of various DoD and Air Force instructions to determine the best course of action and ensure compliance.
- →Serves as the JTF-CS advisor for military and civilian personnel manpower programs.
- →Responsible for the Strength Management of the Command's U.S.
- →Air Force, U.S.
- →Navy and U.S.
- →Marine Corps, Civilian and Active Component billets on the JTD, and Reserve Component billets documented on the command's Joint Table of Mobilization and Distribution (JTMD).
- →Prepares briefings, talking papers or reports to keep the Director apprised of manpower and personnel requirements and requests for manpower and personnel actions.
- →Performs analytical and evaluative work related to program operations and management organizational efficiency and productivity plans.
- →Studies range from comprehensive to special interest studies of specific problem areas identified by the command group, directors, or higher headquarters.
- →Assignments encompass analytical, evaluative, and advisory work in a wide variety of procedures, organizations, functions, and programs in the professional, technical, and administrative fields.
- →Participates in all-hazards incident DSCA and CBRN Response Enterprise operations.
Requirements
- ✓********************ADDITIONAL INFORMATION FOR ACTIVE DUTY SERVICES MEMBERS******************** ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date.
- ✓Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
- ✓At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
- ✓Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
- ✓Note: The VOW Act provides tentative preference.
- ✓If appointed, a DD Form-214 must be submitted upon receipt
