The Food Safety and Inspection Service is seeking a GS-13 Management Analyst for the Office of Public Health Science. This position operates with a high level of independence, requiring individual planning and execution of broad administrative assignments. Key duties include providing vital budgetary, procurement, and strategic support, alongside conducting advanced data trend analysis. Candidates must possess strong cooperative teamwork and advanced writing skills.
What You'll Do
- →Audit and assess internal controls and decision analysis frameworks to locate operational or programmatic deficiencies.
- →Manage all controlled correspondence through the agency’s Enterprise Content Management System.
- →Execute formulated budgets and continuously monitor the utilization of program funds.
- →Track, balance, and manage program funds utilizing specialized accounting-based software.
- →Formulate future resource requests and funding options based on historical spending data.
- →Review travel authorizations and vouchers for accuracy and compliance.
- →Apply expert knowledge of government appropriations law to research, evaluate, and adapt local funding workflows.
- →Draft new administrative policies and update internal standard operating guidelines.
- →Interpret and adapt government-wide laws and complex regulations (e.g., Federal Travel Regulations, Federal Acquisition Regulations, Americans with Disabilities Act) to fit operational objectives.
- →Anticipate and develop preventative operational strategies to address high-level issues of potential sensitivity or controversy.
- →Justify, process, and monitor procurement actions and vendor service contracts to fulfill programmatic needs.
- →Serve as liaison with the human resource office on OPHS program needs and priorities, to include personnel actions and hiring needs.
- →Provide program leadership human resource support for staffing rosters, organization charts, and workforce planning.
- →Facilitate and process employee requests for assistance across the full range of administrative processing areas.
