About the Role

This IT Program Manager, GS-2210-14 NF is located in National Science Foundation. The primary purpose of the position is to provide technical and/or operational expertise, advice, guidance, and recommendations regarding technical IT systems, functions, and processes in their program areas, ensuring compliance with Federal government and NSF policies and standards.

What You'll Do

  • As a IT Program Manager, GS-2210-14 NF, you will perform the following duties: Provide technical and operational expertise for assigned IT program areas, providing advice, guidance, and recommendations regarding technical IT systems, functions, tools, and processes across the NSF to OCIO and NSF leaders.
  • Serve as Project Manager and Subject Matter Expert (SME) on a variety of IT projects and/or portfolios, coordinate the efforts of the project teams, and serve as a primary source of state-of-the-art information in unified communications platforms, products, and services.
  • This includes developing and overseeing the execution of project plans, milestones, requirements, schedules, budgets, and deliverables, and developing and maintaining annual and multi-year IT financial plans.
  • Ensure IT projects align with the overall organizational IT requirements, schedule, budget, and reporting mechanisms; and comply with federal high-quality IT standards.
  • Coordinate cross-functional project teams to ensure integration across systems, functions, and organizational lines.
  • Leads implementation teams in deploying new technologies, processes, and policies; and supports overall change management and stakeholder engagement.
  • Support program and project-related IT contract activities, including pre-planning, acquisition strategy, contract execution, modification, and closeout, ensuring alignment with agency objectives and federal regulations; and support the development of IT budgets for assigned projects, portfolios, and/or programs.
  • Build and maintain strong relationships and strategic partnerships with OCIO staff and IT partners; and develop influential relationships with key stakeholders.
  • Lead and/or monitor the conduct of broad analytical and evaluation studies, reviews, and analyses of policies, performance, and trends.
  • Prepare issue papers, status reports, and executive presentations on IT program progress, risks, and opportunities, informing policy and operational decisions.
  • Provide oversight of project work for the effective utilization of resources.
  • Lead analyses regarding probable future hardware, software, and IT services, with key consideration to customer service principles.

Requirements

  • You must be a U.S. citizen.
  • Selectee will be required to have a background investigation prior to onboarding.

  • Additional Requirements: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.
