About the Role

Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.

What You'll Do

  • "The Mission Capabilities Directorate (MCD) drives enterprise technical and information sharing solutions, prioritizes and manages requirements in support of whole-of-government counterintelligence and security mission partners.
  • Oversee implementation and operational maturity of systems that bridge policy requirements with technology solutions, ensuring alignment with Trusted Workforce 2.0 objectives and federal vetting standards.
  • Manage resources, including staff, contractors/acquisition, budget planning and execution, and space requirements.
  • Provide oversight of cost and resource estimates; participate in budget planning and develop cost estimating strategies.
  • Provide strategic leadership to execution of group spend plans and assess variances from cost and schedule baselines; oversee reallocation of resources in response to changes while considering impact to project cost, schedule, and deliverables.
  • Perform personnel management responsibilities focused on building a high-performance workforce.
  • Promote team building and a collaborative work environment.
  • Ensure goals and performance objectives are understood.
  • Assess performance and provide timely feedback, recognition, and remediation.
  • Lead, manage, and direct professional staff, evaluate performance, collaborate on goal setting, and provide guidance on development opportunities.
  • Design, implement, and/or oversee effective governance and communication, including knowledge management, standard operating procedures, programmatic documentation, and roadmaps.
  • Ensure proper documentation and knowledge management for systems operating at multiple classification levels.
  • Establish, guide, and oversee ODNI and IC working groups, boards, and committees to support accomplishment of corporate and strategic goals.
  • Oversee efforts to gather, analyze, and define customer/stakeholder requirements from subscribing agencies and personnel security stakeholders.

Requirements

  • CONDITIONS OF EMPLOYMENT You must be registered for the Selective Service, if applicable.
  • You must be a U.S. citizen and at least 18 years of age.
  • You must be willing to move to the Washington Metropolitan Area (WMA).
  • You must successfully complete a medical and psychological exam, a polygraph interview, and a comprehensive background investigation.
  • PROBATIONARY & TRIAL PERIODS Employees newly appointed to the Senior National Intelligence Service (SNIS) are subject to a twelve (12)-month probationary period to assess their ability to perform assigned duties and responsibilities at a level of excellence expected of a senior executive.
  • For permanent employees newly hired into the ODNI, the probationary period will run concurrently with the first twelve (12) months of a new employee's two (2)-year trial period.
