About the Role

You will serve as a GENERAL ENGINEER in the PROGRAM OFFICE of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The ND-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point at the GS-13, Step 10 level. This position is expected to transition into the General Schedule pay schedule on or after 10/01/2026.

What You'll Do

  • You will prepare technical plans and budgets, schedule key milestones and events, set priorities, manage funds, and oversee and ensure timely execution.
  • You will develop appropriate tasks, performance work statements, and independent government cost estimates for work to be accomplished by contracts.
  • You will correlate and analyze test data, formulate designs, draw conclusions, make recommendations based on test results, and prepare technical reports and documentation for completion.
  • You will act as a point of contact with sponsors, customers and supported commands, communicate status, progress, and problems in meeting major milestones and objectives, and provide periodic progress reports to avoid delays or cost overruns.

Requirements

  • Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree.
  • Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
  • OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

  • OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).
  • Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
