You will serve as a Senior Construction Manager in the Construction Branch, Planning, Design & Construction Directorate, Naval Facilities Engineering Systems Command (NAVFAC) Atlantic.
What You'll Do
- →Monitor and analyze program-level financial obligations, budget execution, and resource allocation to ensure expenditures align with established budgetary policies and program goals.
- →Collect, analyze, and report on key construction program metrics (e.g., Work in Place (WIP), schedule variance, cost growth, and safety) to assess overall program performance and health.
- →Provide expert construction engineering and management advisory services to support the overall construction program, including business processes, specification reviews, budget allocation, and resource management.
- →Lead efforts in developing scopes of work, preparing independent government estimates (IGEs), and performing technical evaluations for post-award construction support contracts.
- →Participate in and/or lead source selection boards.
- →Actively engage on Echelon II, III, or IV teams to improve processes, revise policies, and enhance the delivery of construction projects.
- →Participate in and/or lead Construction Assist Visits.
- →Monitor overall program performance, including cost and schedule growth metrics across multiple projects and the construction program.
- →Initiate corrective actions to ensure program goals are met.
- →Assist in the management and timely coordination of Post Construction Award Services (PCAS) requirements and ensure contract information is accurately maintained in NAVFAC enterprise IT systems.
- →Serve as a coach and trainer for less experienced staff, delivering in-house training to improve technical and procedural competencies.
Requirements
- ✓Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree.
- ✓Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
- ✓OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

- ✓OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above.
- ✓The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.
- ✓Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
- ✓Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a bachelor's or higher degree in architecture.
- ✓OR Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
- ✓(Note - In the absence of college courses, 5 years of such experience is required).
