About the Role

This position is in the Special Counsel and Labor Relations Office. The primary purpose of the position is to provide professional and expert legal services to the Agency. The incumbent will manage all labor related legal matters arising under the various components of the Civil Service Reform Act of 1978, as amended, and related statutory and regulatory provisions governing other aspects of Federal sector employment and fiscal law.

What You'll Do

  • As a General Attorney (Labor) (Special Counsel), GS-0905-15, your typical work assignments may include: Conducting legal research on variety of complex and sensitive labor, employment, and employee relations matters and must have familiarity with, and be able to research and apply to Federal sector cases, various other relevant employment statutes.
  • Appearing on behalf of Agency management in settlement negotiations and in grievance arbitration hearings and Merit Systems Protection Board proceedings.
  • Serving as an expert on interpretation and application of case law, rules, and regulations of the Federal Labor Relations Authority (FLRA), the Merit Systems Protection Board (MSPB), and the Equal Employment Opportunity Commission (EEOC).
  • Collaborating with managers in resolving and finding solutions to any legal, technical, or contractual problems arising in the area of labor relations.
  • Drafting responses to grievances, particularly at the Step Three level and provide advice to managers on handling grievances at earlier steps of the relevant grievance procedure.

Requirements

  • Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.
  • All education claimed by applicants will be verified.

  • However, NLRB employees within 3 years from receiving their juris doctorate degree, must provide a transcript with their application package.
