THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL SERVICES TECHNICIAN-Title 5, Position Description Number T5132000 and is part of the WI USPFO, Wisconsin National Guard. This position is in the Excepted Service "under the authority for Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)"
What You'll Do
- →Responsibilities: The work requires a knowledge of the procedures and techniques involved in carrying out the work of an organization and involves application of procedures and practices within the framework of established guidelines.
- →The Financial Technician work involves various kinds of duties which require applying a practical knowledge of regulations and precedent cases.
- →Financial Service Technician work includes the processing of Reserve and Active component pay, Travel pay, Technician pay, and Vendor pay.
- →Financial technicians apply specific procedures and established methods.
- →Some finance program technicians may perform specialized nonadministrative work in preparing data for automated financial systems or may support professionals by writing synopses of audits or financial reports or deciding entitlements against definitive criteria.
- →Due to the current DoD certification requirements for Title 5 Excepted Service GS0503 employees, this qualification standard identifies and discusses the National Guard GS0503 positions' GS grades and certification requirements.
- →The required competencies (skills, knowledge, abilities, and behaviors) required to perform the Series GS0503 finance duties were identified through a job analysis of each specified GS0503 position description.
- →The qualification requirements include competencies in resilience, teamwork, attention to details, creative thinking, integrity, honesty, and positive customer service skills. - Performs other duties as assigned. ** This is NOT an all-inclusive list of responsibilities. **
Requirements
- ✓This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. - THIS IS A FINANCIAL MANAGEMENT LEVEL 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- ✓Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- ✓This certification requirement is a condition of employment for this position.
- ✓Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- ✓Applicants, who were service members or who currently serve in a military component and completed training in financial programs, are considered minimally qualified for the GS-08 entry-level position.
- ✓AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.
- ✓For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by: 1.
- ✓Use the data point of .67 to compute Quarter Hours into Semester Hours:36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.
- ✓May compute the number of semester hours an applicant has earned, after he/she successfully completed 36 quarter credits in accounting discipline courses:36 Quarter Hours /1.5 = 24 Semester Hours.
- ✓You must provide transcripts or other documentation to support your Educational claims.
- ✓To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
