Financial Manager - Assistant Chief Financial Officer

About the Role
The incumbent is responsible for assisting the Chief Financial Officer, as the facility financial expert, in establishing and maintaining an Integrated Financial Management System. The incumbent will also have direct supervision responsibilities of the Accountant/Accounting Technicians, Travel Clerk, Payroll Technicians, and the Agent Cashiers.
What You'll Do
- →Duties include, but are not limited to: Advice to Management (25%): The most important aspect of the Financial Administrator's relationship to management is that of providing timely financial advice required to make effective decisions and provide for proper program planning.
- →The Financial Manager's advice and recommendations are solicited on many problems and proposed actions that go well beyond financial matters.
- →Advice must be predicted on analysis of complex financial and operational data so that decisions made correctly balance resource allocation, cost effectiveness, policy, managerial control, and medical care delivery implications under conditions of uncertainty.
- →Financial Responsibility (25%): The Financial Manager will assist the Chief Financial Officer in implementing processes of budget information, preparations, review, and execution.
- →The incumbent reviews the Status of Funds daily to assure the funds are available for the execution of operating budget.
- →Analyzes all components of resource allocation models and informs management of the latest changes and possible effects the changes may have on future operations.
- →Resource Allocation is a productivity management tool used to reallocate an infinite amount of resources appropriated by Congress.
- →Financial Reporting (25%): As required by VA Controller Policy, the Financial Manager is responsible for monitoring the internal audit programs to ensure adherence to medical center policies and procedures through effective review and evaluation.
- →Data from normal fiscal accounting and budgetary reports are combined with data of non-fiscal nature to produce comprehensive analyses of program accomplishments in financial terms to assist management in planning and decision-making.
- →Financial Manager's primary role is one of providing the necessary analyses and interpretations to maintain maximum effectiveness, efficiency, and economy.
- →Accounting (25%): The Incumbent is responsible for a complete accounting program including those activities normally identifiable with the professional accounting function; i.e. planning, adapting or revising accounting systems, analyzing and evaluating current and past performance, interpreting effects of transactions and applying accounting concepts to meet the needs of management.
- →The incumbent is responsible for establishing and maintaining a commercial type double entry accounting system and fund control system assuring that management obtains maximum benefit from financial resources without sacrificing efficiency and effectiveness or violating rules or regulations.
- →The incumbent must be in a position to assure management that fiscal transactions are compatible with requirements of the Office of Management and Budget, General Accounting Office, and the Treasury Department and that records and statements accurately reflect a full disclosure of the financial aspects of station operations.
