The selectee serves as a Senior Finance Manager and serves as the principal advisor of the Office of Tribal Government Affairs as well as key staff members on financial management activities, fiscal policy, information systems, and applicable federal regulation as well as internal controls and financial matters, and serves as a Team Lead to guide and deliver the financial and administrative functions for DOT and other federal agencies/programs.
What You'll Do
- →The Finance Manager: Plans, coordinates, and administers the financial, information systems, internal controls, and administrative functions of the program office consistent with laws and regulations.
- →Guides a staff of federal and contract employees and assigns and evaluates work products.
- →Provides technical advice and guidance and serves as an authoritative source on financial, budgetary and IT issues.
- →Responsible for budgets, fund administration, cost accounting, billing, and other budget and funds control activities for DOT programs.
- →Provides structure by means of written procedures, policy, and guidelines to ensure that financial management standards are incorporated in the duties of various Program activities; and to ensure that management controls are in place to meet all Federal financial standards.
- →Contacts customer federal organizations to communicate financial requirements; makes presentations in meetings or public gatherings to explain financial requirements; makes presentations in meetings or public gatherings to explain financial requirements; assists the Associate Director in developing long range strategies to properly develop program cost structure strategies.
- →The ideal candidate: The Office of the Secretary of Transportation (OST) is looking for a motivated, self-reliant, skilled candidate willing to learn and adapt to change in working with experienced professionals.
- →This position is located in the new Department of Transportation (DOT) building, which sits directly across the street from the Navy Yard metro station and blocks away from the new Washington National's Baseball stadium.

- ✓CONDITIONS OF EMPLOYMENT: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.

- ✓GOVERNMENT TRAVEL CARD: This position involves travel.
- ✓A government contractor-issued travel card will be issued and must be retained for official business only.
- ✓BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals.
- ✓Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication.
- ✓Failure to meet these requirements will be grounds for termination.
- ✓PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- ✓TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- ✓DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
- ✓Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
- ✓The 24 hours may include up to 6 hours of credit in business law.
