This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Chief Administrative Officer (CAO), Facilities Operation Division (FOD), Inouye Regional Center (IRC), Western Regional Center (WRC), with one vacancy in Honolulu, HI and one in Seattle, WA.
What You'll Do
- →As a Facilities Engineer, you will perform the following duties: Ensure critical infrastructure such as emergency power systems, heating ventilating and cooling (HVAC) and Building Automation Systems are properly maintained, operating and performing in accordance with specifications.
- →Provide quality assurance and oversight of planned maintenance activities ensuring timely and accurate completion of scheduled maintenance and customer generated work requests to achieve maximum performance of key systems, anticipate potential failures or safety issues, and monitor scheduled/phased replacement of facility components.
- →Serve as a subject matter expert (SME) with as-built drawings, engineering plans and contract specifications in order to lead technical discussions and immediately address emergent facility infrastructure issues impacting campus operations.
- →Develop requirements, evaluate Architect/Engineer design efforts and provide design quality assurance for construction and repair projects related to specialty facilities such data centers, clean rooms, electronic labs and freezers.
- →Provide timely and thorough communication for planned and unplanned outages impacting campus mission.
- →Identify technical requirements, draft statements of work, develop independent government estimates and conduct technical evaluations.
- →Serve as Contracting Officer Representative (COR) for the campus Operations and Maintenance (O&M) Contract and multiple service/support contracts or repair/construction projects, providing technical direction and oversight.
- →Responsible for contract documents supporting repair, and O&M and construction activities.
- →NOTE: These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.
- →CONDITIONS OF EMPLOYMENT: ZP-3: Requires a COR Level I certification to be obtained within nine months of Enter on Duty date.
- →ZP-4: Requires COR Level III certification within 24 months of Enter on Duty date.
- →POSITION REQUIREMENTS: This position requires the operation of a Federal motor vehicle.
- →Must be able to obtain & maintain a valid state driver's license to operate a government vehicle in completion of assigned tasks.

- ✓Under CAPS, positions are classified by career, pay plan, and pay band.
- ✓The ZP-3 is equivalent to the GS-11/12.
- ✓The ZP-4 is equivalent to the GS-13/14.
- ✓The ZP-4 is the Full Performance Level for the position.
- ✓Key Requirements: Applicants must be U.S.
- ✓Suitable for Federal employment, as determined by background investigation.

- ✓Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by the closing date of the announcement.

- ✓The ZP-3 position requires a Low Risk Security Clearance.
- ✓The ZP-4 position requires a Moderate Risk Security Clearance.
