About the Role

This Senior Executive Service (SES) position is in the Office of Land and Emergency Management (OLEM), Office of Resource Conversation and Recovery, Waste and Chemical Implementation Division. About OLEM. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

What You'll Do

  • Specific duties of the Director include, but are not limited to: Serving as the principal advisor to the ORCR Director on RCRA permitting, hazardous waste cleanup, and state authorization as well as management and disposal of PCBs under TSCA and financial assurance rules under CERCLA, and EPA's chemical accident and oil spill prevention and preparedness activities.
  • Overseeing a national program for identifying hazardous waste treatment, storage, and disposal for it to achieve its strategic goals under RCRA.
  • Managing the RCRA Hazardous Waste and CCR STAG programs, including developing and updating the allocation formula, developing guidance, providing technical assistance to regions, and tracking grant funding milestones.
  • Developing and implementing regulations required by CERCLA, EPCRA, CWA Section 311, OPA, and the CAA Section 112(r) legislation, and research related to these programs.
  • Developing and implementing regulations and guidance about safe management of hazardous waste including standards for design and operation of hazardous waste incinerators and treatment standards for hazardous waste prior to land disposal.
  • Formulating of long-range collection and data analysis strategies to support the Division's program responsibilities under Subtitle C of RCRA.
  • Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.

Requirements

  • You must be a U.S.
  • If you are selected, you must complete a 1-year SES probationary period, if not previously completed.
  • The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

  • This position is designated as High Risk and requires a background investigation.
