About the Role

This position is part of the U.S. Trade and Development Agency. As the Team Lead (Deputy Director), the incumbent assists the Office Director in developing and implementing a comprehensive monitoring and evaluation framework.

What You'll Do

  • Leads the team in grant compliance and close-out (completion) of USTDA's programs as well as developing, implementing, and managing continuous monitoring and evaluation of Agency program performance and effectiveness.
  • Leads the team in planning and developing processes and strategies to effectively monitor and evaluate USTDA programs.
  • Leads the team in reviewing the Agency's programmatic portfolio, identifying and communicating changes that could impact Agency performance, and collaborating with Senior Managers and Regional Directors to develop and implement corrective actions.
  • Develops or adapts established methods and strategies to be used in evaluation efforts, including the criteria and factors to be considered to measure elements of Agency programs.
  • Provides strategic recommendations to the Office Director on advanced analyses, evaluations, and large-scale program initiatives.
  • Leads the team with the management and execution of major program projects, working in close coordination with the Office Director.
  • Leads the M&E Office in the development of measurement criteria and the analysis of data and other information.
  • Leads the team in managing project and program closeout activities, including final report review and acceptance, document preparation, dispute resolution, technical reviews, audits, termination of funding, and de-obligation of funds.
  • Additionally, oversees the Success Fee reporting compliance program and directs programmatic compliance audits.
  • Calculates and oversees key programmatic and project performance metrics, ensuring the accuracy, completeness and timeliness of data capture, storage, analysis and visualization.

Requirements

  • US Citizenship is required.
  • Suitable for Federal employment, determined by background investigation.
  • Direct Deposit of pay is required.
  • Selective Service registration required for male applicants, unless exempt.
  • Status candidates must meet time-in-grade (see Qualifications).
  • Background and security investigation for a Top Secret Clearance.
  • Education cannot be substituted for specialized experience at this series/grade level.
