About the Role

The position is located within the Office of the Chief Information Officer (OCIO), an office whose mission is responsible for all NOAA IT resources, supporting the broader strategic goals of the Department and NOAA. In this role, the incumbent is responsible for managing the day-to-day operations of NOAA's IT program. The position operates within a structured leadership framework and reports directly to the Chief Information Officer/Director for High Performance Computing and Communications.

What You'll Do

  • The Deputy Chief Information Officer (DCIO) will provide leadership and direction for the following functions: 1.
  • Responsible for ensuring the efficient and effective provision of core services and support to internal teams and external stakeholders, focusing on operational excellence and customer satisfaction in the IT community.
  • The incumbent oversees NOAA's Unified Messaging Services, Identity and Access Management, Application Hosting and Development, IT Service Help Desk, Critical Infrastructure and Management Services, Cloud and Web Operations, and NOAA's Open Data Dissemination and Enterprise Infrastructure Solutions. 2.
  • The incumbent oversees the OCIO division that manages the development and review of policies, plans, and procedures for management and use of IT resources, including all computing, telecommunications, and associated resources.
  • The Office administers NOAA's multi-year strategic information resources planning process, including developing and administering NOAA's Strategic IT Plan and Operational Plan.
  • The OCIO manages the capital planning and investment control process within NOAA and coordinates the selection, control, and evaluation reviews of IT initiatives and other proposals, as well as manages the agenda, minutes, and action items of the NOAA CIO Council.
  • The Office oversees and coordinates activities regarding the E-Government Act, Paperwork Reduction Act, Federal Information Quality Act, the Freedom of Information Act, and the accessibility provisions of the Rehabilitation Act. 3.
  • The incumbent oversees the OCIO division that is responsible for the development of NOAA-wide contractual arrangements that support the acquisition of widely used computer and networking hardware, software, and services.
  • The incumbent ensures the division achieves economies-of-scale, consistent standards, and comprehensive IT services to deliver a secure, reliable, and technically robust operating environment that supports NOAA's mission.
  • Provides Federal Information Technology Acquisition Reform Act (FITARA) oversight and compliance, as required for the agency CIO, while also managing IT enterprise services contracts and supporting various IT acquisitions across NOAA. 4.
  • The incumbent sets the standard for successful execution of enterprise IT projects throughout NOAA, with oversight over a framework for improving project management practices by consistent application of proven methodologies, in-depth process knowledge, monitoring methods, and capturing and sharing of lessons learned.
  • With the incumbent's input, the OCIO establishes guidelines, processes, and procedures for individual project managers in Line and Staff Offices to properly baseline, plan, and control projects through the use of appropriate tools and templates.
  • The incumbent oversees efforts to coordinate a program of continuous process improvement in project execution through the use of project tracking, periodic management reviews, and detailed project audits. 5.
  • Ensures NOAA IT systems are secure and can operate to complete mission needs.

Requirements

  • Conditions of Employment Must be a U.S.
  • Citizen or National.
  • Senior Executive Service employees are subject to a one year probationary period (unless already completed).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

  • File a Public Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on.

  • Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position requires a Top Secret clearance with access to Sensitive Compartmented Information.
