About the Role

The position of Deputy Associate General Counsel is located in the Division of Operations-Management, Office of the General Counsel. The incumbent works under the general supervision of the Associate General Counsel and operates within broad delegations of authority for carrying out the functions of the Division.

What You'll Do

  • Shares fully with the Associate General Counsel responsibility for the effective operations of all agency field offices in both substantive and administrative phases of the work.
  • Coordinates the activities of the Assistant General Counsels who, with their Deputies, are each directly responsible for the supervision of a broad regional district comprising several regional offices.
  • Maintaining awareness and understanding of required clearances, as well as decisions and communications issued by other units within the General Counsel's organization and by the Board; and ensuring that field office operations comply with those requirements.
  • Approving correspondence, instructions, and other communications to field offices, convening any indicated conferences with or referrals to other offices of the General Counsel or the Board, and participating with other Agency officials in determining final action to be taken on such matters.
  • Keeping superiors and other Headquarters' officials informed-through oral and written reports-about field office operations and any related issues; and advising on actions to be taken in specific cases, as well as on changes to general policy, procedures, and practices.
  • Investigating congressional and other inquiries or complaints regarding the application of Agency policy by field personnel; implementing corrective action when appropriate, including steps to prevent recurrenceand corresponding or meeting with those who raised the inquiry to explain the relevant concepts or the corrective measures taken.
  • Regularly assists the Associate General Counsel in or has complete responsibility for planning and directing any of the following functions: Continual study and evaluation of case processing and related substantive operations in the regional offices.
  • Conducting studies to evaluate existing and potential staffing resources in relation to the Office of the General Counsel's overall workload and operational objectives; and developing proposed policies and programs to ensure the most effective use of staff and staffing resources across the organization.
  • Develops time and quality standards for case processing at all stages, encompassing field office investigatory, settlement, trial, litigation, and compliance functions.
  • Development of systems for cash flow and management directed toward attainment of time and quality objectives, integration of the case processing activities of all field and Headquarters' Divisions, and full consideration of all matters bearing on the treatment and disposition of cases, maximum utilization of staff resources, and implementation of General Counsel and Board policies.
  • Preparation of periodic reports to the General Counsel reviewing case handling performance, identifying and analyzing problems and recommending immediate and long-range remedial actions and plans.
  • Establishes and maintains regular contact with other government agencies such as Department of Labor, Federal Mediation and Conciliation Service, and others responsible in the labor management relations area.
  • Responsible for establishing effective channels of communication to ensure active exchange of information and prompt identification and resolution of mutual problems, particularly when the processing of NLRB cases is implicated.
  • These are conferences of regional office professional and administrative employees held periodically on a district or national basis for in-depth review of current regional operations to identify areas of management, supervision and case handling where improvements in efficiency and service to the public might be achieved.
