What You'll Do
- →The individual serves as the Deputy Assistant Commissioner (Deputy AC) for the Office of Category Management, Office of Acquisition Solution Development (ASD), Federal Acquisition Service (FAS) located in the General Services Administration (GSA).
- →The Office of Category Management is responsible for planning, directing and executing, on a nationwide basis, overall work to be accomplished by the Category Management Service Center, Vendor Management Service Center, Non-IT Program Management Service Center, and the Office of the IT Category.
- →In this capacity, the Deputy AC for the Office of Category Management is responsible for facilitating the development of innovative contracts, services, solutions, practices and strategies that improve ASD's performance, services and value to the federal government.
- →The Executive administers and manages policies, procedures, and resources to ensure that the Category Management programs' missions and functions are carried out in an efficient and effective manner as prescribed by applicable GSA and federal policies, regulations, procedures and mandates.
- →Additionally, the Deputy AC performs the following: Provides expert technical advice and assistance to the Assistant Commissioner, ASD, and to the FAS Commissioner and Deputy Commissioner concerning existing and evolving or proposed governmentwide contracts, services, solutions, policies, procedures, and automated system support pertaining to the ASD Category Management programs.
- →Provides strategic and change leadership to ensure that the ASD Category Management vision, mission, values, goals and objectives are identified, communicated, and integrated into all other GSA and ASD programs and aligned with key national programs.
- →Develops ASD Category Management strategic and tactical plans.
- →Responsible for planning initiatives to achieve organizational goals and to improve operations.
- →Serves as the primary focal point for ASD Category Management solutions design and product management activities.
- →Manages and controls processes to review and evaluate the composition and performance of the portfolio's various supply channels and ensure the portfolio responds to current and future products and services requirements of customers, known and anticipated industry trends, and governmentwide goals.
- →Coordinates with ASD, FAS and GSA offices to ensure that the ASD Category Management programs' goals and objectives are aligned with GSA and FAS long-term goals and performance objectives.
- →Oversees and evaluates organizational performance to assess results.
- →Serves as the chief spokesperson for ASD Category Management programs, communicating and advocating the programs' vision and mission to external officials and groups.
- →Represents the Assistant Commissioner for ASD, and the FAS Commissioner and Deputy Commissioner in executive-level meetings with agencies, industry, trade associations, key officials, the Office of Management and Budget, Congressional staffs and state/local governments regarding ASD Category Management programs.
Requirements
- ✓OTHER CONDITIONS OF EMPLOYMENT: This position is a critical sensitive national security position.
- ✓Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance.
- ✓Applicants do not need this level of clearance in order to apply for the position.
- ✓If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
- ✓This position has been designated under Executive Order 12564 as being subject to random drug screening.
- ✓If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment.
- ✓Appointment will be contingent upon your receiving a negative test result.
- ✓If tentatively selected, you will be required to submit a Declaration for Federal Employment.
- ✓Male applicants born after December 31, 1959 will be required to complete a certification statement confirming their selective service status.
- ✓Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
- ✓If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
- ✓If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
- ✓Veteran's preference does not apply to positions in the Senior Executive Service.
