The position is located within the Office of Marine and Aviation Operations (OMAO), whose mission is to lead, manage, and operate NOAA's specialized fleet of technologically advanced ships, aircraft, and uncrewed systems to collect and deliver oceanographic and atmospheric observations vital to the nation's safety, security, and economic prosperity. The incumbent is responsible for ensuring the timely, efficient, and effective application of technical, financial, and human resources.
What You'll Do
- →The incumbent serves as the Deputy Assistant Administrator for Programs and Administration, OMAO, and ensures the timely, efficient, and effective application of technical, financial and human resources in execution of OMAO's priorities to successfully achieve established OMAO and NOAA strategic goals and objectives.
- →This includes direct supervision of three Division Chiefs, along with oversight across the organization, ensuring the most effective application and integration of OMAO's workforce, blending civilian and uniformed (NOAA Corps) personnel to accomplish OMAO's mission.
- →Specifically, the incumbent implements OMAO policy and strategic goals by providing direction and supervision in the following areas: 1.
- →Oversight of OMAO's programs and divisions' annual budget formulation and execution, including all associated financial management and reporting responsibilities, to ensure OMAO is financially able to perform its mission. 2.
- →Development and oversight of functions to administer and regulate the use, operations, maintenance, upgrade, conversion, replacement, and modernization of vessels, aircraft, instrumentation, and associated equipment and support facilities under the purview of OMAO.
- →This includes coordinating requirements, development, execution, and communication of NOAA ship and aircraft platform acquisition. 3.
- →Provide information management and associated administration of communications infrastructure, information technology security, and other technology operations in support of the operational priorities of OMAO. 4.
- →Contribute to a strategic approach for workforce management that attracts and maintains a competent and talented workforce, and establish an environment that develops, encourages and sustains employees as they work to accomplish OMAO and NOAA's strategic goals. 5.
- →Oversight and support of a functional management model to deliver administrative and financial services that will direct lines of accountability from center and division managers and ensure effective day-to-day communications on the overall status of operations. 6.
- →Develop performance management targets and measures across key functional areas to include reporting and analysis processes and procedures for use by OMAO senior leadership to analyze performance and direct resources and priorities. 7.
- →Develop cost-effective and efficient recommendations to meet NOAA's requirements for ship and aircraft support through process optimization and customer satisfaction assessment. 8.
- →Consult as directed with Deputy Assistant Administrators for the other major NOAA components to design and execute service functions intended to meet the needs of the components and their constituencies.
- →This includes keeping abreast of ongoing and planned programs throughout NOAA to maintain awareness of those programs that would require OMAO support or would contribute to the enhancement of OMAO services. 9.
- →Implement organizational and operational changes necessary to increase the efficiency and cost-effectiveness of OMAO, and foster a high-performance culture. 10.
Requirements
