As a Contract Specialist, you will be responsible for pre-& post-award functions pertaining to highly complex, multidisciplinary supply, service, information technology, construction and Architect-Engineer contracts, and interagency agreements in support of WAPA's mission. This is NOT A REMOTE POSITION. For WAPA employees, location is negotiable, limited to their current duty station; all other applicants are restricted to be physically present at one of the duty locations listed.
What You'll Do
- →As a Contract Specialist, you will: Perform in-depth analyses of all cost elements in contractor proposals and developing competitive range determinations that significantly influence source selection.
- →Mentor lower-graded personnel as subject matter expert, providing technical guidance and fostering professional development, and actively contributes to team initiatives as directed by leadership.
- →Draft and secure legally defensible determinations and findings, preparing robust solicitation documents, and executing all phases of contracting from initial requirement identification through final contract close-out.
- →Adjudicates complex claims, negotiates and settles disputes, initiates and manages terminations for convenience or cause.
- →Monitors Government property reporting and utilization, provides authoritative direction to Contracting Officer Representatives (CORs), approves substantial payments, and ensures meticulous contract closeout.
- →Exercise full contracting officer (CO) authority as formally delegated by the Head of the Contracting Activity, operating with a high degree of independence and accountability.
Requirements

- ✓Citizen or National.
