You will serve as a CONTRACT ADMINISTRATOR in the Contract Division of NSTC GREAT LAKES.
What You'll Do
- →You will monitor and oversee accession training procurement activities, ensuring requirements align with short- and long-term command actions.
- →You will draft acquisition plans, technical specifications, and Statements of Work (SOWs) for command hardware, software, and training systems.
- →You will lead post-award conferences, negotiate contract modifications, and manage procurement system accounts (Navy-ERP, WAWF, PD2).
- →You will coordinate Contracting Officer Representative (COR) functions across commands and independently resolve complex contracting disputes.
- →You will provide regulatory procurement advice to command leadership in coordination with legal counsel.
- →You will manage procurement strategies, policies, and tuition compliance for NROTC Educational Service Agreements (ESAs) with universities.
- →You will formulate long-range educational procurement plans and evaluate state and federal legal applicability.
- →You will train and evaluate domain CORs and Technical Assistants on contract compliance and oversight procedures.
- →You will investigate labor and performance issues, review claims, determine allowable costs, dispose of government property, and finalize contract closeouts.
- →You will lead hiring efforts, identify training opportunities, and resolve employee grievances under EEO guidelines.
Requirements
- ✓Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
- ✓NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
- ✓Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
- ✓Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
