About the Role

This vacancy is for a GS-0810-13, Civil Engineer located in the Department of Homeland Security, U.S. Coast Guard, SILC-FDCC-PROJECT EXECUTION BRANCH in NORFOLK, Virginia.

What You'll Do

  • You will serve as a Civil Engineer and be responsible for procuring, coordinating, and managing the design and construction related services provided by Architectural/Engineering contractors.
  • Projects range in costs as high as $50 million and run for as long as 3 years in duration.
  • Projects include new construction of CG facilities or repair, maintenance, modification or renovation of existing facilities.
  • CG facilities include modern and historic buildings, waterfronts, airfields, hangars, aids-to-navigation facilities, communication facilities, single and multi-family housing, industrial buildings, multi-mission buildings, support structures and all associated utilities.
  • Serves as the project point of contact for customers, activity, command, and contracting teams.
  • Serves as an engineer for independent technical reviews, project scoping, field investigation, planning, cost estimating, problem and conflict resolution, scheduling, design production and construction.
  • Projects and customers are located throughout the Atlantic and Pacific Area requiring multiple days of travel to the remote units.

  • Typical work assignments include: Coordinate project planning and team resources for multi-phase projects to ensure timely completion and adherence to budget.
  • Review and distribute project assignments among in-house teams to optimize resource allocation and project progress.
  • Monitor and evaluate contractor and agency resource allocation for assigned projects to report findings and recommend improvements to management..
  • Guide and assess A/E firm and contractor efforts for assigned projects to resolve deficiencies and assure conformance to plans and specifications.
  • Develop and review structural engineering designs and scopes for large, complex projects to advance state-of-the-art solutions and resolve technical challenges.
  • Consult with management and project stakeholders on requirements and criteria to ensure successful construction or modification of facilities.
