The employee is responsible for managing and promoting assigned Federal highway programs within the State. Provides engineering stewardship and oversight at various junctures of project and program delivery of Federal-Aid infrastructure projects within the state. This entails working on a broad range of engineering activities in the State associated with the design, construction and maintenance of highways and highway related facilities.
What You'll Do
- →As a Civil Engineer (Highway), you will: Provide expertise on Federal laws, regulations, and FHWA policies applicable to Federal-aid highway projects within the State DOT project development process.
- →Represent the Division Office and FHWA in meetings, telephone contacts, public hearings, field reviews, and visits with State DOT officials and other Federal, State, and local agencies for assigned program areas and in the implementation of leadership initiatives.
- →Serve as a key technical advisor in meetings, telephone contacts, public hearings, field reviews, and visits with State DOT officials and other Federal, State, and local agencies regarding assigned program areas and in assisting in the implementation of leadership initiatives.
- →Communicate and apply Federal laws, regulations, and FHWA policies applicable to Federal aid projects within the State DOT project development process.
- →Conduct highly complex project reviews of projects in accordance with the Division's Risk-Based Stewardship and Oversight plan.
- →Review required project actions for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of cost estimates, fulfillment of requirements from the transportation planning and contract provisions.
- →Represent the Division Office on high-profile Federal-aid transportation projects that require a wide-ranging knowledge of highway engineering and administration expertise to effectively develop and implement interagency partnerships in furtherance of mutual goals.
- →Consult and/or coordinate with other specialists in the Division, such as Planners, Environmental Specialists, Financial Managers, and Structures Engineers, as needed, to clarify or resolve issues and problems related to Federal-aid highway projects.
- →Provide input and advice to State and local officials through informed discussions and by reviewing and commenting on project/program documents.
- →Review and evaluate project studies and provide expertise on various and complex alternatives and/or modifications.
- →Authorize project agreements which may include reviewing the adequacy of proposed rights-of-way clearances, NEPA, construction plans, agreements for utility and railroad work, consultant agreements.
- →Promote technology resource-sharing among Federal and other government agencies to achieve a state-of-the-art highway system.
- →Participate and lead select task forces or ad-hoc work groups (e.g., research, management improvement of state engineering practices, value engineering studies, or special technical review committees).
- →The ideal candidate for this position is a mid-career engineer with experience monitoring Statewide Federally funded highway programs or managing the delivery of a program of highway projects from initial scoping through construction support and maintenance; and experience conveying ideas and concepts to persuade others in meetings, discussions, and in writing.

- ✓BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals.
- ✓Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication.
- ✓Failure to meet these requirements will be grounds for termination.
- ✓PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
- ✓MANDATORY EDUCATION REQUIREMENTS: A.
- ✓COMBINATION OF EDUCATION AND EXPERIENCE -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
- ✓The adequacy of such background must be demonstrated by one of the following: 1.
- ✓Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
