About the Role

This recruitment is for a TEMPORARY PROMOTION not to exceed 2 years. Please see Additional Information section for more details. This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), Office of the Associate Chief, Deputy Chief for Management and Strategy (M&S), and serves as the division Director for the Business Resources Management Division.

What You'll Do

  • Directs and coordinates policy, regulatory, and program support activities affecting NRCS programs, Farm Bill implementation, and agency operations Conducts complex analyses on appropriations, allocations, business resources, and program performance to inform senior leadership decisions.
  • Serves as an authoritative representative on interagency teams, committees, and workgroups; prepares and delivers briefings, issue papers, and responses to Congressional and Departmental inquiries.
  • Works with Deputy Chiefs, Deputy Assistant Chiefs, State Conservationists, and national centers to align policy, program delivery, and strategic outcomes.
  • Interprets laws and regulations, develops national program rules, and ensures policies support NRCS mission requirements and resource stewardship goals.
  • Assigns work, sets priorities, evaluates performance, resolves personnel issues, and manages staffing, training, awards, and disciplinary actions.
  • Leads budget formulation, funding requests, business planning, and operational controls to ensure compliance with laws, regulations, and agency policy.
  • Identifies operational challenges, develops solutions, and recommends improvements to internal processes, long-range plans, and program effectiveness.
  • Coordinates policy-related activities and ensures interdisciplinary review and collaboration across government entities.
  • Produces analytical reports, legislative recommendations, testimony, and briefing materials used by senior leadership and external stakeholders.
