About the Role
The Associate Director, Investment (Program/Budget) is responsible for the review of the military and the Defense Agency budgets, budget execution and apportionment requests related to research, development, testing, and procurement programs for all items of hardware and equipment, including for land warfare, ships, aircraft, missiles, related electronic equipment, major electronic systems, major space programs, sundry support equipment, and major strategic systems.
What You'll Do
- →The Associate Director, Investment (Program/Budget) is responsible for all budgetary aspects of the research, development, testing, evaluation, procurement, and production activities related to the assigned programs.
- →Major duties and responsibilities include, but are not limited to: Provides leadership and oversight to a staff of budget analysts responsible for developing analyses and recommendations on the various budget estimates and execution for extremely complex, variable military programs.
- →Applies knowledge of budget policy and procedures, acquisition and testing policy, and assigned program missions and requirements to ensure individual programs are evaluated in relation to overall Defense funding constraints and to optimize Defense resources.
- →Develops and applies analytical tools (including statistical analyses) to large volumes of data for each program to interpret trends and conditions across numerous interrelated sources.
- →Maintains direct contact with senior officials of the Military Departments and Defense Agencies to ensure familiarity with the programs as they develop and with the highly specialized equipment in those programs.
- →Analyzes and evaluates budget estimates (including supplementals and budget amendments) and budget execution programs, and conducts formal reviews to determine the relevance, importance, and necessity of various program funding proposals.
- →Maintains a continuing review of the fiscal programs to ensure that they are executed in accordance with the direction of the Secretary of War and the intent of Congress.
Requirements
- ✓You must be a U.S. citizen to qualify for this position.
- ✓All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
- ✓You must submit to a drug test and receive a negative drug test before you can be appointed into this position.
- ✓Designated and/or Random Drug Testing required.
- ✓In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).
- ✓Submit resume and all other required documents online by 11:59 PM Eastern Standard Time on 07/13/2026 The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
- ✓You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.
- ✓Males born after 12-31-59 must be registered or exempt from Selective Service (see https://www.sss.gov/Home/Registration).
- ✓This is a Financial Management Level 3 Certified position.
- ✓In accordance with Public Law 112-81 (National Defense Authorization Act for Fiscal Year 2012) and DoW Policy, the incumbent shall comply with the requirements of DoW FM Certification program within the allotted timeframe.
