About the Role

The Assistant Deputy Comptroller (Budget and Appropriations Affairs) (BAA) supports the Deputy Comptroller (BAA) in advancing the Department of War (DoW) budget to Congress and to the public; and, in coordination with the Office of the Assistant Secretary of War (Legislative Affairs), as appropriate, representing the DoW in day-to-day liaison with the Congress on all budgetary, financial, and related matters within the scope of responsibility of the DoW Comptroller.

What You'll Do

  • Major duties and responsibilities include, but are not limited to: Coordinate Department of War (DoW) policy for presenting the DoW budget to Congress and the general public in press releases; the DoW portion of the President's budget; budget amendments and supplementals; and congressional statements.
  • Establish DoW policy used to prepare budgetary appeals to congressional committees and conferees and ensure appeal positions are consistent with stated DoW policies.
  • Maintain close contact with individual members of both the House and Senate Appropriations Committees, subcommittees, and their respective staff to coordinate and expedite the exchange of information in response to specific inquiries.
  • Serve as the focal point for the exchange of all information between the Executive and Legislative Branches on policy matters within the scope of responsibility of the Under Secretary of War (Comptroller) (USW(C)).
  • Support Deputy Comptroller in explaining established and proposed defense policies, programs and budget estimates to the appropriations committee Members and their staffs.
  • Conduct program and budgetary analyses on authorization and appropriations bills and proposed changes in congressional policies of significance to DoW policies, financial programs and financial management concepts.
  • Advise the USW(C) and the Assistant to the Secretary of War (Legislative Affairs) on current congressional trends and actions that can result in legislative proposals and policy changes that will affect the DoW budget.
  • Advise the USW(C), the Assistant Secretaries of the Military Departments for Financial Management and the Defense Agencies' Comptrollers on the current attitudes, reactions, and receptivity of the House and Senate Appropriations Committees to overall or specific budgetary, fiscal and program policies and proposals.
  • On a daily basis, furnish the Comptroller with information that highlights existing or potential problem areas.

Requirements

  • You must be a U.S. citizen to qualify for this position.
  • All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
  • You must submit to a drug test and receive a negative drug test before you can be appointed into this position.
  • Designated and/or Random Drug Testing required.
  • In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).
  • Submit resume and all other required documents online by 11:59 PM Eastern Standard Time on 05/28/2026 The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see https://www.sss.gov/Home/Registration).
  • This is a Financial Management Level 3 Certified position.
  • In accordance with Public Law 112-81 (National Defense Authorization Act for Fiscal Year 2012) and DoW Policy, the incumbent shall comply with the requirements of DoW FM Certification program within the allotted timeframe.
