About the Role

This position is located in the VISN's Human Resources Executive Support Team in (ER/LR) Shared Services Unit (SSU) reporting to the Associate Human Resource Officer, Talent Management. This is a temporary promotion not to exceed 1 year.

What You'll Do

  • VA offers a comprehensive total rewards package: HR Specialist Total Rewards Major Duties: Provides staff level management advisory service to Network and field facilities on a full range of employee (ER) and labor (LR) relations issues.
  • Resolves difficult and complex problems which could have a direct impact on the Department mission.
  • Works closely with staff and operational officials, employee groups, etc., to develop and explore labor relations alternatives to improve policies, techniques and procedures.
  • Analyzes, evaluates, and develops major aspects of agency-wide labor relations programs that require isolating and defining unknown conditions, resolving critical problems, and developing new concepts and methodologies; and resolving issues of sensitivity and potential controversy that may promote advances in principal human resources program plans, goals, objectives, and milestones.
  • The work establishes precedents for other technical experts to follow and may influence and persuade top management officials to change major human resources policies or procedures.
  • Serves as a staff subject matter expert (SME) to other consultants handling negotiations that typically involve the development of new approaches; and serves as a technical advisor to management on the potential impact of negotiations and third-party decisions, charges of unfair labor practices, negotiability issues, and impasse resolutions as they relate to organizational and mission goals.
  • Reviews issuances from Office of Personnel Management (OPM), Veterans Affairs (VA), Headquarters (HQ) Veterans Health Administration (VHA), Federal Labor Relations Authority (FLRA), Federal Service Impasses Panel (FSIP), Department of Labor (DOL), etc., and develops implementing instructions for use by the VISN.
  • Coordinates the application and implementation of new guidance and assures general consistency in interpretation.
  • Assures sound and consistent application of regulatory guidance and procedures.
  • Recommends and/or writes supportable grievance decisions.
  • Determines proper response to higher echelon requests for data/information and coordinates or performs the gathering and compilation of same.
  • Serves as specialist/troubleshooter with independent responsibility for providing advice on very difficult problems presented by all levels of managers for their resolution by their respective organizations.
  • Reviews all Medical Center Memoranda for potential bargaining unit impact and designs approaches to fulfilling bargaining obligations.
  • Prepares responses to proposed policies, and standards of higher authority regarding ER and/or LR issues.
