About the Role
This position is located in the Defense Commissary Agency (DeCA) Headquarters, Human ResourceDirectorate, Workforce Development Division, serving as a Training Specialist, providingadministration, training program development, evaluation, and instruction for all employees of DeCA.The work involves instruction, administration, management, or development of programs of instruction. What You'll Do
- →As the Training Specialist, you will be responsible for the following duties: (If selected at the GS-09 level, duties will be performed in a developmental capacity) Manages and oversees assigned DeCA training programs, ensuring alignment with agency mission, goals, and workforce needs.
- →Develops, evaluates, updates, and instructs courses, applying qualitative and quantitative analysis to measure training effectiveness and identify improvements.
- →Plans, schedules, and coordinates training events, including facilities, logistics, travel arrangements, vendor communication, and classroom/virtual instruction support.
- →Designs and develops new training programs by tailoring commercial off-the-shelf materials and incorporating feedback, surveys, and emerging tools or techniques.
- →Serves as a training advisor and career development counselor to supervisors and employees, providing guidance on training needs, opportunities, and program requirements.
- →Conducts program oversight and administrative actions including SF-182 reviews, GPC purchases, LMS data analysis, reporting, and fiscal-year course planning with stakeholders.
- →This is a developmental position designed to give the necessary training and work experience to develop over time to the full-performance target level of Training Specialist, GS-1712-12, PD# HQ24050.
- →Non-competitive promotion through the intervening position in the career ladder (i.e., GS-11) to the GS-12 target level is dependent on three conditions: 1.
- →The continued presence and assignment of appropriate higher-level duties and responsibilities. 2.
- →Meeting both the official qualification requirements and time in grade requirements of the target position. 3.
- →Performing satisfactorily in the developmental position.
