About the Role

This position is being filled as a temporary promotion not to exceed (NTE) 1 year. The temporary promotion may be extended up to 5 years or may be made permanent without further competition. If the appointment is not made permanent, the employee will return to their previous position or to a comparable position with similar duties. This vacancy is for a Supervisory Human Resources Specialist in the Office of the Secretary within the Department of Commerce.

What You'll Do

  • As a Supervisory Human Resources Specialist, you will: Serve as the lead human capital management across OHRM.
  • Providing advice informing strategy, addressing concerns, and executing and or overseeing human capital management initiatives.
  • Develop and issue policies, and guidance to integrate customer experience principles into human capital management, ensuring compliance with federal laws, regulations, and OPM directives.
  • Provide leadership and direction for the Customer Experience Office, establishing strategic priorities, long-term goals, and performance expectations for staff engaged in customer engagement, communications, organizational performance, and business operations.
  • Ensure business operations of the Customer Experience Office are effectively manages, including resource allocation, project oversight, budget planning, and risk management.
  • Oversee the development and implementation of performance metrics, dashboards, and reporting mechanisms to assess HR services quality, stakeholder satisfaction, and organizational outcomes.
  • Serve as the principal advisor to senior executives and agency leadership on customer experience and organizational performance issues related to human resources programs and service delivery.
  • Represent the agency in high-level meetings, interagency workgroups, and external partnerships concerning HR service delivery, customer engagement, and organizational performance.
  • Supervise a team of Human Resources Specialist and other staff; assigns work, sets priorities, evaluates performance, provides technical guidance, and ensures effective employee development and accountability.
  • Provide management and oversight of the administrative operations for Office of Human Resources Management (OHRM).
  • Review the operational management of programs and advises and recommends changes in operating procedures.
  • Resolve highly complex sensitive customer issued escalated from subordinate staff and ensures resolution strategies support fairness, transparency, and trust in HR process.
  • Direct a team of specialists, sets priorities, allocates resources, and evaluates program effectiveness to ensure customer-focused HR service delivery that advances agency mission and strategic goals.
  • This Job Opportunity Announcement may be used to fill other Supervisory Human Resources Specialist ZA-0201-5, FPL: 5 positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.
