About the Role

This announcement is to solicit applicants for a detail/temporary promotion to the position of Supervisory Human Resources Specialist (Chief Recruitment and Placement), GS-0201-14 within VISN 21 Human Resources Management service. This detail/temporary promotion is not to exceed 1 year but may be extended as needed.

What You'll Do

  • This position is organizationally located in the VISN's Human Resources Management's Recruitment and Placement Section (R&P) reporting to the VISN's Deputy HR Officer.
  • This position functions as a Section Chief responsible for managing the Network R&P Section comprised of R&P Shared Services Units (SSU) providing services, support, and advice in support of any, and all VISN 21 medical centers and community-based outpatient clinics (CBOC) as well as the Veteran's Canteen service.
  • These SSUs administer the VISN's Federal recruitment, placement, and staffing programs.
  • This position typically is the subject matter expert for matters involving complex staffing topics and can be counted on to provide expert advice in recruitment, manning, position accountability, pay setting, policy analysis and implementation, official correspondence, as well as provide sound guidance to Senior Leadership in matters involving all staffing manpower concerns.
  • Duties for the position may include but are not limited to: Advises managers on ways to improve productivity, effectiveness, and efficiency of program operations and recommends changes to work assignments.
  • Recommends/makes selections for subordinate nonsupervisory work/group leaders and other staff members.
  • Counsels subordinates, develops performance standards, and rates staff.
  • Uses workforce assessments to develop succession, placement, and recruitment strategies and subsequently integrates these into the long-range planning and budgeting processes.
  • Develops program strategies and associated goals and objectives for effecting and managing positive change.
  • Advises on advertising tactics and provides guidance for targeting areas of concentration for outreach, based on critical VISN needs.
  • Evaluates and determines impact, direct and indirect, on the total program of new legislation, executive and regulatory issuances.
  • Keeps aprised of staffing issues and of frequent and rapid fluctuations in today's healthcare industry: evaluates known problems, deficiencies, and inadequacies.
  • Resolves complex matters involving higher echelons, particularly with respect to the interpretation of R&P and Staffing policies.
  • Presents findings in meetings and/or formal briefings to Network Director and Staff.
