This position serves as the Shared Service Unit (SSU) Chief of Recruitment & Placement (R&P), responsible for managing the Network R&P SSU comprised of multiple R&P Sections providing services, support, and advice in support of all VISN Medical Centers (MC) and community-based outpatient clinics (CBOCs), as well as the Veteran's Canteen service. This is a Temporary Promotion Not to Exceed 120 days but may be extended as needed and or converted to permanent without further competition.
What You'll Do
- →This is a Detail/Temporary Promotion NTE 120 days but may be extended or made permanent without further competition.
- →VA offers a comprehensive total rewards package: HR Specialist Total Rewards As the Recruitment & Placement (R&P) SSU Chief, the incumbent is responsible for managing and delivering the VISN's Federal recruitment, placement, and staffing programs.
- →The incumbent is the subject matter expert (SME) for matters involving complex staffing topics and can be counted on to provide expert advice in recruitment, manning, position accountability, pay setting, policy analysis and implementation, and official correspondence.
- →Major duties of the position include, but are not limited to: Providing guidance to Senior Leadership in matters involving all staffing manpower concerns.
- →Collaboratively evaluating trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs.
- →Developing changes in procedures, techniques, implementation, and administration of the program as deemed fit, particularly as emerging information and strategies are identified.
- →Evaluating the overall effectiveness of the work of the R&P SSU through analysis of technical methods, identification of areas for improvement and initiation of corrective action.
- →Resolving complex matters involving higher echelons, particularly with respect to the interpretation of R&P and Staffing policies.
- →Advising staff on difficult and unusual recruitment, placement and pay issues or problems.
- →Troubleshooting and resolving difficult and controversial internal and external recruitment and placement problems.
- →Administering, developing and maintaining the VISN's R&P Programs, instructions, and training.
- →Developing and providing supervisory training to supervisors/managers within all levels of the organization across the Network on Human Resources policy and procedures, as well as theory and principles of management.
- →Work Schedule: Monday through Friday; 7:30 AM - 4:00 PM or 8:00 AM - 4:30 PM (EST) (subject to negotiation based on selection).

- ✓Current Legacy VISN 07 employees must continue their current RTO status.
