About the Role

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command (INSCOM), Assistant Chief of Staff (ACOFS), G-1, Civilian Human Resources Division, Fort Belvoir, Virginia.

What You'll Do

  • Provides civilian human resources advisory services to commanders, supervisors, and employees by interpreting and applying civilian personnel laws, regulations, policies, and Army guidance affecting multiple human resources functional areas.
  • Develops recommendations and provides guidance on civilian human resources matters involving recruitment and placement, position management, classification, employee relations, performance management, training, awards, and career program management.
  • Plans and conducts studies and evaluations of civilian human resources programs to assess program effectiveness, identify deficiencies, and recommend improvements that support organizational objectives.
  • Develops implementation strategies, procedures, and recommendations for improving civilian human resources programs based on program analysis, regulatory guidance, and organizational requirements.
  • Researches civilian human resources issues by analyzing applicable laws, regulations, policies, and guidance to develop recommendations for management officials.
  • Identifies recurring civilian human resources program issues, evaluates applicable laws, regulations, and policies, and recommends corrective actions to improve program effectiveness and ensure regulatory compliance.
  • Provides briefings and technical guidance to commanders, supervisors, and management officials regarding civilian human resources policies, programs, and organizational initiatives.
  • Communicates civilian human resources guidance to management officials and employees by explaining regulatory requirements, recommended courses of action, and program impacts in a clear and effective manner.
