The incumbent serves as a Human Resources Specialist in the Human Resources Operations (HRO), responsible for participating in a Bureau-wide recruitment program to include merit employment, delegated examining, and policy. Incumbent is responsible for assisting management on matters pertaining to recruitment, placement, promotions, reassignments, details, pay setting, and employment in general.
What You'll Do
- →The major duties of the Human Resources Specialist position include, but are not limited to, the following: GS-7 Assist with the creation, posting, and management of Job Opportunity Announcements (JOAs) using automated hiring systems.
- →Conduct basic job analyses and rate/rank applicants based on established qualification standards.
- →Review applicant resumes and supporting documentation (e.g. transcripts, veterans' preference documents) to determine basic eligibility and minimum qualifications.
- →Provide information and assistance to managers, supervisors, and applicants regarding recruitment processes, hiring authorities, and merit promotion procedures.
- →Enter and maintain data in HR Information Systems.
- →Monitor recruitment timelines, generate applicant flow data, and review personnel actions for accuracy.
- →GS-9 Conducts strategic consultations with subject matter experts to analyze position requirements, builds compliant vacancy announcements.
- →Consults and provides guidance to management regarding recruitment strategies, hiring flexibilities, and standard Merit Staffing Program requirements.
- →Reviews applications to determine basic qualifications, and rate/rank candidates using OPM General Schedule Qualification Standards, Category Rating procedures, and Veterans' preference laws.
- →Facilitates the selection process by issuing certificates of eligibles, auditing tentative job offers, and guiding candidates through the pre-employment and onboarding processes.
- →GS-11 Administers a bureau-wide recruitment program to include merit promotion, delegated examining, student employment, availability pay, and policy.
- →Advises and assist management on matters pertaining to recruitment, placement, promotions, reassignments, details, and reduction-in-force procedures and employment in general.
- →Utilize Human Resources automated systems.
- →Stays abreast of changes in Federal law, ATF policy and other pay and leave guidance that may impact the Bureau.
Requirements

- ✓Citizen or National Selective Service registration is required for males born on, or after, December 31st 1959.
