About the Role

You will serve as a Human Resources Specialist in the Human Resources Office, Code 185000 of NAVAL RESEARCH LABORATORY.

What You'll Do

  • You will analyze and recommend solutions for complex and sensitive issues such as employee misconduct, unacceptable performance, attendance problems, and complaints.
  • You will advise management on the procedures and merits of taking disciplinary or other corrective actions.
  • You will mediate disputes and advise the deciding official during grievance processes.
  • You will research and apply case law to ensure that actions are legally sound and sustainable.
  • You will draft arguments and justifications for management officials and third parties.
  • You will manage and administer one or more Human Resources Office (HRO) programs, such as the Contributions-Based Compensation System, Performance Management (DPMAP), HR Information Management, Telework, and Leave programs.
  • You will develop program objectives, recommend and implement policies, and ensure compliance with relevant laws and regulations.
  • You will oversee training, publicity, and budget for the assigned programs.
  • You will ensure the correct processing of personnel actions related to the programs.
  • You will conduct studies, surveys, and evaluations of new or existing HRO programs and functions.
  • You will recommend new procedures to strengthen and streamline existing programs and processes within the Employee Relations branch.
  • You will write and coordinate various HRO documents, including directives, guides, Standard Operating Procedures (SOPs), and newsletter articles.

Requirements

  • In lieu of generalized experience, you may qualify with the following education or combination of both education and experience: 4-year course of study leading to a bachelor's degree OR A combination of education and experience totaling 100% A transcript must be submitted with your application if qualifying using education.
