About the Role

What You'll Do

  • You will serve as a staff advisor and consultant on the Labor Management Employee Relations (LMER) program.
  • You will work in concert with the general counsel office to develop, recommend, coordinate and implement command-wide policies and programs.
  • You will address employee misconduct and discipline, adverse actions, and grievances and appeals.
  • You will ensure compliance with overarching policies as well as cognizant of Federal employment laws and provide interpretive advice and guidance to the command.
  • You will provide solutions to complex problems with command-wide impact dealing with a variety of labor and employee relations issues.
  • You will attend union and management meetings when required.
  • You will prepare responses to sensitive correspondence including Congressional and union inquiries.
  • You will develop administrative instructions pertaining to all phases of grievances, appeals, and adverse personnel actions.
  • You will serve as a member of management negotiating team, meeting with union negotiators to establish ground rules for negotiations.
  • You will develop and writes management proposals and counter proposals, changing initial proposals with the union, and analyzing union proposals to determine the ramifications, and develop negotiating strategies.
  • You will coordinate with management officials on proposals, researching case law, and providing advice and assistance on the impact of negotiated labor agreements on day-to-day operations.
  • You will provide policy guidance and interpretation to the staff of all organizational elements dealing with labor unions and analyze frequently changing conditions in on-going labor-management relations in all appropriate organizational elements,
