About the Role

You will serve as Director, Overseas Civilian Human Resources Programs for the Office of Civilian Human Resources (OCHR) Overseas Program Center (OPC). You will manage and execute the U.S. and Local National (LN) overseas civilian human resources (HR) program and serve as the principal advisor on overseas employment matters. What You'll Do

  • You will ensure overseas Department of Navy (DON) civilian HR plans, operations and programs sustain a forward-deployed cadre of DON civil servants world-wide as well as high performing LN workforces.
  • You will exercise supervisory responsibility over overseas HR assets, plans, direction and personnel administration to accomplish the mission.
  • You will review and evaluate the U.S. and LN civilian personnel program assuring development of progressive and innovative HR services to meet customer needs.
  • You will propose, review and implement broad overseas HR service delivery techniques to insure proper operations.
  • You will keep abreast of host country laws, policies and regulations and verify policy changes are coordinated with appropriate authorities to insure efficient integration of U.S. and international civilian personnel programs with the DON mission.
  • You will determine program emphasis, long-range objectives and plans the transition of the workforce to meet changing needs.
  • You will oversee subordinate staff engaged in development and implementation of a U.S. and LN HR program involving position management and classification, recruitment, placement, training, employee-management relations, and other special programs.
  • You will allocate manpower requirements and space in organizations properly.
  • You will measure the effectiveness of service delivery and implement changes to improve operations and meet new or changed mission requirements.
