This position is in Human Resources, Office of the Executive Director, The Under Secretary for Public Diplomacy (R Family) of Bureaus, U.S. Department of State (R/EX/HR). The incumbent serves as the Human Resources Officer (HRO) and human capital manager for the R Family of Bureaus. The HRO reports directly to the Deputy Executive Director in R/EX and serves as a principal member of the Executive Director's senior leadership team.
What You'll Do
- →Develops and executes forward-looking human capital strategies that directly support the R Family's mission priorities and align with Department-wide workforce objectives.
- →Leads subordinate supervisors to support a customer-centric, collaborative, and performance-driven culture.
- →Develops and executes Bureau-wide Strategic Workforce Plans that assess workforce composition, identify capability gaps, and close critical skill shortages.
- →Leverages hiring authorities (e.g., Schedule A, direct hire, excepted service) and partners with DHR on sourcing strategies for hard-to-fill positions, ensuring alignment with Bureau plans and the President's Management Agenda.
- →Serves as the final decision authority on complex and sensitive HR matters, including grievances, classification appeals, veterans' pass-over decisions, Unfair Labor Practices, and organizational restructuring or downsizing actions.
