The position is located in the Veterans Health Administration, Workforce Management and Consulting Office (WMCO 10A2), Human Resources Center of Expertise (HRCoE), Recruitment and Placement.
What You'll Do
- →The HR Specialist (Recruitment & Placement) functions to perform legislative development, policy development, consultative advisory services and training, oversight and compliance, in the recruitment and placement disciplines.
- →This position independently functions to provide subject matter expertise in those disciplines for employees in the Title 5, Title 38, and Hybrid Title 38 employment systems within the Veterans Health Administration.
- →This position leads ad hoc teams to plan, develop, publish, and implement policy/guidance concerning significant issues in recruitment and placement.
- →Major duties include, but are not limited to: Serve as the authoritative resource for VHA on Title 5 and Title 38 HR Programs in order to respond to inquiries from within and external to VHA.
- →Provides consultative and operational guidance to the VHA HR community to ensure consistency and create a culture of continuous improvement.
- →Conducts Human Resources assessments, analyses, and resolves problems to promote the overall quality, effectiveness and efficiency of human resources operations in VHA Works with HR staff in groups and one-on-one to providing just in time training, consultative services, and when needed, lead rapid process improvement activities.
- →Completes special assignments, studies and projects which may involve interaction with the Under Secretary for Health and/or Assistant Under Secretaries.
- →Identify, advocate, and implement VHA-wide objectives and decisions by formulating and implementing short and long-range plans and goals.
- →Provides in-depth position recruitment and placement, position management and organizational design oversight for VHA and interpretation and application of Title 38 authorities to other Federal agencies.
- →Anticipates VHA policy needs, analyzes the problem and advocates changes to current policy, writes new policy to meet those needs, or develops legislative proposals for review by the Department.
- →Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: Available Telework: This position may be authorized for telework.
- →Telework eligibility will be discussed during the interview process.
- →Virtual: This position may be authorized for Virtual Work.
- →Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.
