This position is located in the Office of Human Resources Administration (HRA),Corporate Senior Executive Management Office (CSEMO), Policy and Programs Division. The mission of CSEMO is to recruit, develop and, retain a cadre of transformational, people-centric, results-oriented, and forward-looking senior executives who are committed to serving Veterans.
What You'll Do
- →Serves as the agency's subject matter expert on federal employee benefits programs including Federal Employees Health Benefits (FEHB), Federal Employees' Group Life Insurance (FEGLI), Premium Conversion, Flexible Spending Accounts (FSAFEDS), leave programs, and other related benefit offerings.
- →Designs and executes rigorous program evaluations, quality assurance reviews, and compliance assessments to ensure regulatory compliance and identify opportunities for operational effectiveness and improvement.
- →Formulates and continuously refines comprehensive, agency-wide policies, standard operating procedures, and detailed guidance governing employee benefits programs to ensure consistency and alignment with agency goals.
- →Delivers authoritative guidance and consultative support to agency executives, managers, supervisors, HR professionals, and employees regarding benefits eligibility, enrollment processes, qualifying life events, and specific program requirements.
- →Interprets federal laws, regulations, Office of Personnel Management (OPM) directives, and internal agency policies to review and resolve complex and sensitive employee benefits cases.
- →Coordinates collaboratively with payroll providers, insurance carriers, and external agencies to address and resolve benefits enrollment discrepancies, data inaccuracies, and related issues.
- →Ensures timely and precise processing of all employee benefit actions in strict compliance with applicable regulatory guidelines and agency standards.
- →Proactively identifies and analyzes program risks, develops actionable mitigation strategies, and recommends targeted enhancements to strengthen internal controls, streamline processes, and enhance customer service standards.
- →Serves as a subject matter expert, leading cross-functional teams in the seamless implementation of new legislation, Executive Orders, OPM regulations, and agency initiatives impacting employee benefits, ensuring timely and effective transition of policy into practice.
- →Provides expert consultation and guidance on the benefits implications of workforce initiatives, organizational changes, leave administration, and employee wellness initiatives, facilitating informed decision-making and optimal outcomes.
- →Designs, develops, and delivers comprehensive training programs to educate employees, supervisors, managers, and HR staff on employee benefits offerings and related organizational policies.
- →Creates and maintains a suite of educational resources-including interactive modules, job aids, standard operating procedures, and clear communication materials-to enhance employee awareness and utilization of available benefits Other duties may be assigned.
- →Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
- →Selection at a lower grade level does not guarantee promotion to the full performance level.
