What You'll Do

  • Incumbent serves as the Director for the installation's Substance Abuse Counseling Center (SACC), Substance Abuse Program (SAP), Marine and Family Programs, Marine Corps Community Services.
  • Independently oversees day-to-day operations of the SACC that encompasses mission, function, operation, activity, laws, rules and regulations authorized and funded by the Marine Corps.
  • Responsible for programming and related services; supervision of financial, personnel and property resources; planning, implementation of services, execution of associated initiatives, and operation of facilities.
  • Monitors progress and evaluate outcomes of operations, activities and events.
  • Develops minimum standards to govern the local program, policy, procedures and resources.
  • Maintains effective working relationships with Command and installation specific programs, local, state, and federal organizations, legal and medical agencies.
  • Directly addresses matters involving difficult technical problems, application of new or questionable techniques and methods, and decisions that require further clarification with the higher-level supervisor.
  • Explains regulatory requirements relevant to problem situations.
  • Coordinates inter-departmental in-service training; evaluates scope of practice to ensure compliance with policy; evaluates training opportunities for all staff and clients; develops and evaluates orientation activities; adheres to the counseling/social work and other applicable Code of Ethics; evaluates professional development activities.
  • Develops and implements the Quality Assurance/Continuous Quality Improvement (QA/QI) plan.
  • Keeps HQMC informed on current developments and innovations, which could be adopted to strengthen the program; provides Critical Incident Reports (CIRs) per installation and HQMC policy.
  • As a privileged and credentialed tier III Licensed Independent Practitioner (LIP), performs biopsychosocial assessments, and reviews clinical assessments of clients; provides a narrative of presenting issues and is familiar with Diagnostics and Statistical Manual of Mental Disorders (DSM) psychiatric disorders in order to complete medical referrals.
  • Demonstrates ability to determine level of client services based on American Society of Addiction Medicine's Patient Placement Criteria (ASAM-PPC2) that focuses on service intensity and individual client needs.
  • Screens, interviews and refers, when necessary, cases beyond the professional scope of the SAP staff.
