The Director of Management Services serves as the senior management official responsible for planning, directing, coordinating, and evaluating Agency-wide administrative and management support programs for the Federal Labor Relations Authority (FLRA). The incumbent advises the Executive Director on organizational effectiveness, workforce management, administrative operations, resource utilization, strategic planning, and management policy.
What You'll Do
- →The Director of the Office of Management Services leads and oversees Agency-wide administrative programs, including human capital, acquisition, facilities, security, and records management.
- →The Director serves as the principal advisor to the Executive Director and senior leadership on administrative matters, including planning, organizational effectiveness, and administrative policy.
- →The Director develops and implements management policies, ensures compliance with Federal requirements, and oversees Agency audit, oversight, and compliance activities involving OIG, GAO, and other external review bodies.
- →The Director directs strategic planning, organizational improvement initiatives, and enterprise risk management.
- →The Director represents the Agency in interagency forums and manages relationships with key stakeholders.
- →As an administrative official in a small organization, the Director functions as a working manager, providing both executive leadership and direct operational support.
- →In addition to exercising full supervisory authority, the incumbent personally performs complex administrative, analytical, and project management work; develops policies and procedures; leads high-priority initiatives; prepares executive-level analyses and recommendations; and directly executes critical management functions when warranted by workload, staffing, or Agency priorities.
- →The Director exercises full supervisory authority over staff, ensuring effective performance, resource management, organizational alignment, and the successful accomplishment of the Agency's administrative mission, and must be able to: 1.
- →Plans, directs, coordinates, and evaluates Agency-wide administrative programs and services, including human resources management, procurement and acquisition, facilities management, physical security, records management, continuity of operations, and related management support functions.
- →Establishes program goals, priorities, and performance measures to ensure efficient and effective support of Agency operations and strategic objectives. 2.
- →Serves as principal advisor to the Executive Director on administrative management, workforce planning, organizational effectiveness, operational risks, resource allocation, and management policy.
- →Provides recommendations regarding organizational improvements, government-wide initiatives, legislative and regulatory changes, and emerging management issues affecting Agency operations. 3.
- →Develops, implements, and evaluates Agency-wide administrative policies, procedures, and management initiatives.
- →Ensures compliance with applicable statutes, regulations, Executive Orders, Office of Personnel Management (OPM) guidance, Office of Management and Budget (OMB) directives, General Services Administration (GSA) requirements, and other government-wide policies. 4.
