About the Role
You will serve as the Director of Strategic Resourcing and report to the Director of Research and Development Support Activity (RDSA). Your primary mission is to provide expert advice, coordination, and advocacy for critical RDSA programs across the Department of the Navy (DON) and Intelligence Community (IC).
What You'll Do
- →You will advise the Director, RDSA and the full RDSA leadership team on resource-focused strategic planning and engagement, including programming, budgeting and execution of resources.
- →You will lead strategic planning for the Activity to identify and validate resource requirements, forecast out-year financial risks, and develop cost estimates for major activities.
- →You will orchestrate the RDSA strategic resource allocation process while developing and delivering a comprehensive, executable budget that advances Activity objectives and aligns with Administration, DoW, and IC guidance and priorities.
- →You will develop persuasive budget justifications that secure Executive Branch and Congressional oversight support and funding for RDSA programs, projects and activities.
- →You will defend the RDSA budget and respond to DoW, Office of the Director of National Intelligence (ODNI), Office of Management and Budget (OMB), and Congressional information requests and reporting requirements.
- →You will represent RDSA resource matters to senior officials in the DoW, IC, Executive Office of the President (EXOP), and Congress, to include the Under Secretary of War (Intelligence and Security), ODNI, OMB, and Congressional Committee staffs.
