About the Position: The Counter Threat Finance/Counter Trafficking Specialist, GS-0301-13, serves as subject-matter expert in the Joint Interagency Counter Trafficking Center (JICTC), HQ United States European Command (HQ EUCOM). Serves as a Threat Finance Specialist to support Law Enforcement Agency (LEA) in countering Transnational Criminal Organizations (TCOs), proxy actors, and other criminal networks which are adversarial to US policy.
What You'll Do
- →Conduct all-source analysis (HUMINT, SIGINT, OSINT, criminal records) via DoD tools to target and interdict illicit finance networks in the EUCOM area of responsibility (AOR).
- →Provide forward-deployed and HQ operational support to Law Enforcement Agencies (LEAs).
- →Use Counter Threat Finance (CTF) tools to uncover and exploit networks linked to illicit corporate entities.
- →Deliver actionable target intelligence to the Office of Foreign Assets Control (OFAC) to enable official sanctions and designations of adversarial foreign companies under Executive Orders 13694 and 13757.
- →Serve as the command’s CTF Subject Matter Expert (SME).
- →Brief flag-level DoD officers and senior civilian interagency leaders on critical threat finance operations, intelligence trends, and effects.
- →Lead international engagements as the primary action officer for CTF integration.
- →Build USG/foreign partnerships and deliver specialized CTF training to senior foreign intelligence and LEA officials.
- →Coordinate command-wide CTF activities.
- →Author critical operational frameworks (CONOPS, MOUs) and assess metrics to measure and report the strategic effects of CTF operations against AOR threat streams.
