About the Role

This temporary not-to-exceed one year opportunity is to serve as an a key advisor and consultant to both field and administration-level senior leaders. If the selectee is not eligible for temporary promotion, action will be processed as a Detail. ****The duty location is listed as Kansas City, MO - Current HROC 4 employees will be reporting to their current duty station.****

What You'll Do

  • Not to Exceed: This is a Temporary Promotion/Detail Not to Exceed One (1) Year, it may be terminated at any time.
  • It may be extended or converted to permanent without further competition.
  • You may be returned at any time to the position from which you were temporarily promoted/detailed, or to a different position of equivalent grade and pay.
  • The return is not subject to reduction-in-force (5 CFR part 351), performance-based reduction in grade and removal (5 CFR part 432), adverse (5 CFR part 752), or agency administrative grievance procedures (5 CFR part 771) action.
  • This position serves as Deputy Human Resources Officer (DCHRO) and has delegated appointing authority and responsibility to assist the HRO to manage and direct the HR program.
  • Duties include but are not limited to: Advocates and influences the acceptance and administration of sound human resources (HR) management concepts, practices, and personnel innovations in day-today operations and acts as a consultant and partner with management.
  • Develops information and prepares special or recurring reports and studies related to the total human resources program or specific HR areas for the HRO and executive management.
  • Provides extensive advice, guidance and technical assistance to management officials on a variety of complex R&P activities via coordinating, coaching, facilitating, consensus building, and planning techniques.
  • Provides leadership relative to disciplinary and adverse actions, grievances, appeals, unfair labor practices, contract violations, whistleblower protection, etc. to enable managers and supervisors to properly plan, develop, organize, and manage work and teams.
  • Plans for and conducts analytical reviews of operations.
  • Reviews reports resulting from consistency reviews and other studies to assess classification accuracy and determine the need for corrective action.
  • Provides technical advice and guidance on all aspects of position management and classification such as interpretation and application of classification standards.
  • Oversight, development, and administration of innovative HR compensation, pay, and salary options and tailors them to the requirements of complex, technologically oriented healthcare facilities with diverse work forces that encompass a wide variety of occupations and grade levels.
  • Provides solid credible advice/instructions to supervisors and senior staff and provides guidance and assistance on special salary, recruitment and retention, etc. regulations, policies, and laws.
