This position is with the VA Portland Health Care System (VAPORHCS) located in Portland, OR. The incumbent serves as the Voluntary Service Specialist of the facility's CDCE/Voluntary Service office reporting directly to the Chief. The incumbent has responsibilities related to the full scope of business for each of the interrelated lines of business, which include Voluntary Service, Philanthropic Engagement, and Partnership Solutions.
What You'll Do
- →This position involves a multi-grade career ladder.
- →The major duties listed below represent the full performance level of GS-11, however a selection can be made at any of the following grade levels: GS-07, GS-09 OR GS-11.
- →At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence.
- →At the GS-09 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-11.
- →Duties include, but may not be limited to the following: Assisting in all aspects of the development, coordination, and management of the Center for Development and Civic Engagement (CDCE) Office and is responsible for independent management of specific programs or portions of larger programs.
- →Assisting the CDCE/Chief of Service in developing short and long-range plans for the accomplishment of CDCE/Voluntary Service program goals and objectives; develops and implements programs and program changes to meet the facilities' or other VA-affiliated program's needs.
- →Assisting the CDCE/VChief of Service Officer in developing innovative/creative community outreach programs that provide volunteers and financial resources.
- →Developing and fostering a robust network with internal and external stakeholders to build resilient working coalitions in support of the VA mission.
- →Developing and delivering presentations to diverse groups within the facility and at off-site locations within the community.
- →Responsible for interviewing, scheduling, placement, and evaluation of volunteers.
- →Responsible for conducting appropriate follow up activities to ensure both adequate supervision and assignment training are provided.
- →Resolves issues as they arise and consults with the CDCE/Chief of Service if policies or procedures require review and/or revision.
- →Preparing all volunteer personnel files in accordance with The Joint Commission and standards for VHA volunteers.
- →Consulting with services across the health care system, agency representatives (including VHA, VBA, and NCA), and community officials to publicize, analyze, and recommend improvements for programs.

- ✓Education requirements: GS-07: Education: One (1) full year of successfully completed graduate level education or superior academic achievement. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
