This position is located in the Department of Health and Human Services, Program Support Center, headquartered in Rockville, Maryland.
What You'll Do
- →As a Travel Policy and Program Manager, you will: Serves as the senior program lead for the planning, direction, and operational execution of a complex, enterprise-wide travel and administrative program, establishing policies, procedures, and internal controls to ensure compliance with the Federal Travel Regulation (FTR), applicable laws, agency directives, and organizational objectives.
- →Provides authoritative guidance on complex travel and administrative matters and resolves issues with significant operational or financial impact.
- →Applies advanced analytical and evaluative methods to assess program effectiveness, identify systemic risks, evaluate internal controls, and develop strategic recommendations that improve operational efficiency, strengthen financial stewardship, and ensure compliance with statutory and regulatory requirements.
- →Leads continuous process improvement initiatives and implements corrective actions to address audit findings and emerging program risks.
- →Provides enterprise-level functional leadership for travel, financial, and administrative systems by defining business requirements, coordinating system enhancements, evaluating system performance, and collaborating with technical stakeholders to ensure system capabilities align with operational needs, regulatory requirements, and organizational priorities.
- →Leads testing, implementation, and change management activities for system upgrades and new functionality.
- →Directs the administration and oversight of financial management-related programs, including travel expenditures, government travel charge card operations, and other administrative financial programs.
- →Monitors program performance, analyzes financial trends, ensures regulatory compliance, develops corrective actions for identified deficiencies, and serves as the principal liaison during audits, compliance reviews, and financial assessments.
