About the Role

The Time & Leave Clerk position is located in Nursing Service at the VA Loma Linda Healthcare System. Nursing Service is responsible for providing care to Veterans through team work, health teaching, and research. Nursing service provides staffing support to inpatient and outpatient clinics. As a Time & Leave Clerk, you will be responsible for processing timekeeping actions for employees in Nursing Service and also some clerical responsibilities along with timekeeping duties.

What You'll Do

  • Major duties include but are not limited to the following: Completes Time and Attendance Cards/Reports Performs all timekeeping duties via Enhanced Time and Attendance (ETA) computer package in accordance to Timekeeping policy and procedures.
  • Monitors and reports Time and attendance for assigned staff.
  • Posts time on each employee, verifies attendance hours and pay adjustments.
  • Advises supervisors of discrepancies, points appropriate procedures, and /or corrections.
  • Determines appropriateness of hours being charged and types of special pay being authorized Prepares, maintains, reviews and certifies time and attendance reports for a variety of pay plans, types of leave, and special pay situations.
  • Prepares and maintains electronic tracking system of certified time and logs hours reported such as overtime pay, compensatory pay, premium pay and other special pay determination, for supervisor's use in tracking and planning.
  • Communicates with supervisors regarding problems related to leave usage and monitors for overages.
  • Provides training regarding interpreting timecard entries, explaining entitlements to premium pay and differential.
  • Instructs new employees in reading, interpretations and understanding of Earnings and Leave Statements.
  • Operates calculator and computer to include Microsoft programs such as Word and Excel in performance of daily duties.
  • Demonstrates good interpersonal skills via face-to-face and telephone.
  • Prepares leave record reports as requested for assigned Time and Leave Groups.
  • Tracks and monitors all Time card exceptions by running reports and advising supervisors on a regular schedule.
  • Prepares special request reports for Supervisors on leave costs and overtime expenditures.

  • Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5 for all positions except Reporting Stenographer, GS-5.
  • This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
  • One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

  • Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for Federal employment.
