About the Position: In this position, you will serve in the Technical Resources Branch, Contract Coordination Section. Leading up to and at the full performance level, you will assist various divisions within Portland District related to Architect-Engineer & Professional Services contracts.
What You'll Do
- →Partner with technical offices to assess procurement requirements, determine optimal contracting methods, and develop comprehensive acquisition strategy plans and milestones for A/E and professional services contracts.
- →Provide technical and administrative oversight for contract selection activities, including coordinating selection criteria development, recommending board members, reviewing contractor submittals, and facilitating selection boards.
- →Analyze design and engineering documentation to translate complex technical requirements into finalized scopes of work in collaboration with Project Managers, Team Leaders, and contractors.
- →Establish and maintain base rate databases (including labor, materials, and overhead pools) to develop Independent Government Estimates (IGE) and coordinate levels of effort estimates.
- →Facilitate pre-proposal conferences and fact-finding sessions to clarify requirements; perform rigorous technical, cost, and price analyses comparing proposals to the IGE to draft pre- and post-negotiation objective memorandums.
- →Lead and participate in complex contract negotiations, resolving disputes regarding duration, labor hours, and profit factors; document agreements in formal price negotiation memorandums for Contracting Officer (KO) approval.
- →Manage monthly and final invoice payment processing, analyze contract status reports, assist with contractor performance evaluations, and compile critical budget documentation to execute contract closeouts.
- →Serve as a District QMS team member, applying ISO 9001 standards to develop, monitor, and revise local work instructions while coordinating and executing internal quality audits.
